If you’re asking “when does VEU ceiling insulation open?” for a normal private home in Victoria, the short answer is: Stage 2 from 1 October 2026.

Activity 48 timeline

Dates come from the Essential Services Commission. Always double-check their page if you’re planning around a deadline.

What private homes can do now

  1. Check likely eligibility — building class, insulation level, ceiling age, and downlights (takes about a minute on Ceiling Check).
  2. Fix known blockers early — especially non-IC / halogen downlights that prevent Activity 48 until they’re upgraded to IC or IC-4. See IC-4 downlights and ceiling insulation.
  3. Join a waitlist — leave your details so a VEU-accredited provider can contact you when Stage 2 opens (or sooner if you’re public/community housing).

Before 1 October 2026, private homes generally can’t get Activity 48 certificates created for a Stage 2-style install. Planning and light upgrades now can still save time later.

FAQs

I’m in public or community housing — do I wait for Stage 2?

Usually no. Stage 1 from 14 April 2026 already covers public and community housing that meet the technical rules. Run the check so a provider can confirm.

I’m a renter in a private home — can I get on a list now?

Yes. You can check and leave details now. The owner will typically need to consent before any install proceeds after Stage 2 opens.

Will Stage 2 run out of money on day one?

We don’t invent quotas. Certificate values and demand can shift. Getting assessed early after opening is sensible — but don’t treat any blog “rush” as official advice. Follow ESC updates.
