Under the Activity 48 rules overseen by the Essential Services Commission, every luminaire in the ceiling being insulated must be classified and marked IC or IC-4 (per AS/NZS 60598.2.2).
Older non-IC fittings — including many halogen downlights — weren’t designed to be safely buried in insulation. Covering them is a fire and compliance risk. So until those lights are sorted, the insulation activity can’t create certificates.
Look for the mark on the fitting, packaging, or install sticker. If you’re not sure, an electrician or accredited insulation provider can identify them during a pre-install electrical safety check.
Lighting upgrades are generally a separate cost from the insulation incentive. The VEU discount applies to the eligible insulation activity once the ceiling meets the rules — it isn’t a promise that light replacements are free.
The IC/IC-4 rule applies whenever Activity 48 is delivered — whether you’re in Stage 1 (public/community housing from 14 April 2026) or waiting for Stage 2 (all eligible homes from 1 October 2026).
